What Are the Fire Safety Requirements?

In Quebec, fire protection standards are set out in the Building Chapter of the Safety Code (CBCS), based on the National Fire Code of Canada (NFCC). Here are the main obligations for building managers:

  • Develop an emergency evacuation plan and practice it at least once per year
    • Keep all fire protection equipment in good working order
    • Have the systems inspected annually by a certified company
    • Train staff on evacuation procedures in case of fire

Specific Requirements by Building Type

Certain types of buildings are subject to additional rules:

? Seniors’ Residences and Sleeping Accommodations (hotels, apartment buildings, etc.):

• Fire-rated separations (doors, walls, floors)
• Emergency lighting that functions for at least 30 minutes
• Carbon monoxide detectors compliant with CAN/CSA-6.19
• Smoke alarms compliant with CAN/ULC-S531 and CAN/ULC-S553 — must be replaced every 10 years

Care Facilities (CHSLDs, hospitals, supervised residences):

• Reinforced fire separations
• Emergency lighting with at least 2 hours of autonomy
• Certified fire alarm and detection systems

Important Note:
Private seniors’ residences and care facilities were required to install sprinkler systems compliant with NFPA 13 before December 2, 2020.

Also, some municipalities enforce stricter fire safety bylaws than provincial standards. Be sure to check local requirements.
